Complete Streets 


Complete Streets – streets designed to be safe for all users – don’t just happen. Without a commitment to building Complete Streets, we would continue to build the same high-speed roadways through our neighborhoods. Thanks to our policy work and your advocacy, Memphis has a new commitment with the City to building safe streets for everyone.

Memphis Complete Streets Project Delivery Manual

A federal grant through the Mid-South Regional Greenprint allowed Livable Memphis to develop the Memphis Complete Streets Project Delivery Manual. The Manual is the result of numerous public input sessions, detailed work-sessions with multiple City departments, and many local street surveys. It will provide planners, engineers, other city officials, and private developers with design guidelines for streets, bicycle ways, sidewalks, and transit facilities as integral parts of the public realm. Perhaps more importantly, it will also clarify the decision-making process so that Complete Streets are prioritized early and throughout the process of designing and maintaining our roadways. Getting to Complete Streets in Memphis

Livable Memphis partnered with the Urban Land Institute-Memphis a few years ago and convened 40 stakeholders including government officials, community partners and design experts, to introduce the concept of Complete Streets. At that meeting, the community was enthusiastic about the concept and decided to take action, forming the Mid-South Complete Streets Coalition. This committed group painstakingly drafted a vision and goals for Mid-South Complete Streets. The coalition ultimately converted this document into an Executive Order that Mayor A C Wharton signed in February 2013 instructing the City of Memphis to develop a Memphis Complete Streets Design Manual.
